In March 2005, the Vision Reality Task Force project officially concluded with a presentation of its findings and recommendations to TRPC. Convened in late 2003, the Vision Reality Task Force was commissioned to validate whether disconnects exist between adopted visions and implementation reality in the Thurston Region. If such disconnects were documented, the Task Force was to identify and evaluate contributing factors, and then to report back to TRPC and the Transportation Policy Board with its findings.
The Vision Reality Task Force project is the first in Washington to take an unflinching look at disconnects between transportation / land use visions and implementation realities. The Task Force, which included elected officials from throughout the region, created a process that was inclusive and not adversarial. It worked to get a realistic understanding of the region's progress from multiple perspectives. The Task Force identified disconnects between what was envisioned and what has occurred since plans were put into place. It also identified untapped and emerging opportunities, and the potential for new partnerships and strategies. A policy maker initiative originating from within the Transportation Policy Board, the goal from the outset was to ensure alignment between land use vision and reality in support of regional transportation objectives.
The Task Force report is presented in three sections. The Executive Summary provides a high level summary of findings and the follow-up actions approved by TRPC. The report itself offers a more in-depth review of the process used by the Task Force to identify and validate disconnects and the evaluation of those disconnects with private sector representatives. Finally, the appendices document the methodology and considerations of the data analyses conducted by the Task Force and provide comprehensive recaps of the two private sector panel discussions regarding the disconnects.
