Jurisdictions: Olympia, Lacey, Tumwater, Yelm and Thurston County The jurisdictions within this county are required to administer a CTR program to assist the worksites within their boundaries. Each jurisdiction receives funds from the Washington State Department of Transportation (WSDOT) to implement the program. The jurisdictions have decided to implement a joint program, and have contracted with Thurston Regional Planning Council (TRPC) to administer the program. Representatives of each jurisdiction meet quarterly to monitor the program.

The CTR law requires jurisdictions to develop and adopt a CTR plan and ordinance. Although both documents must be consistent with the CTR law and the CTR Task Force Guidelines, the jurisdiction can adapt its plan so that it makes sense for the unique characteristics of this region. Thurston Regional Planning Council (TRPC): On behalf of the jurisdictions, Thurston Regional Planning Council works directly with employers to provide materials and assistance in developing a worksite CTR program. TRPC also helps employers understand the requirements of the law and assists with surveys and annual reports.
TRPC is an intergovernmental board made up of local government jurisdictions within Thurston County. Because Transportation Demand Management (TDM) is a regional tool to manage transportation, TRPC is an important participant in developing CTR policies and programs. TRPC is a source of data and information on transportation, transportation modeling, and land use planning.

Intercity Transit: I.T. provides transit services throughout Thurston County, as well as operates a vanpool program and provides carpool ridematch services.

Washington State Department of General Administration (GA): GA can help state agencies develop and implement a CTR program. Employees of state agencies in Thurston County are eligible for the STAR Pass, a fare-free bus pass valid on all I.T. buses and on the Olympia Express operated by I.T. and Pierce Transit. Washington State Department of Transportation (WSDOT): WSDOT's Transportation Demand Management Office includes a technical assistance team to assist counties and cities in carrying out the CTR law. CTR Task Force: When the legislature adopted the CTR law, it established a CTR Task Force. This Task Force is responsible for setting the overall operating guidelines to ensure that the law is implemented and administered fairly and consistently throughout the state. The task force is made up of 28 representatives from the affected counties, appointed by the Governor, including business organizations affected by the law, various government and transit agencies and private citizens.
