Planning Process

The Thurston County Flood Hazards Mitigation Plan update follows the 10-step planning process outlined in the Federal Emergency Management Agency’s Community Rating System Coordinator’s Manual:
Thurston County is partnering with Thurston Regional Planning Council (TRPC) to facilitate the public outreach process and develop the plan. TRPC is responsible for completion of steps 1 through 8. The Thurston County Board of County Commissioners is responsible for step 9, adopting the plan. Various county departments including Resource Stewardship and Emergency Services will fulfill step 10 through ongoing work programs. A Flood Planning Committee consisting of community stakeholders and county staff is providing feedback on steps 4 through 8 and on other planning elements throughout the plan update process.

The Thurston County Flood Hazards Mitigation Plan must be adopted by the county by October 1, 2017.

Public Meetings


TRPC will host two public meetings to provide opportunities for community members, residents, businesses, and other stakeholders to participate in the plan update process. If you need special accommodations to participate in these meeting, please call TRPC at 360.956.7575 by 10:00 a.m. 3 days prior to the meeting. Ask for the ADA Coordinator.
