2022 Traffic Counts

NOTICE IS HEREBY GIVEN THAT THE Thurston Regional Planning Council (TRPC) is seeking a qualified consultant (contractor) for the collection of daily (24 hour) traffic counts to support an update of the regional travel demand model.

This work is funded by a Surface Transportation Program grant from the Federal Highway Administration. TRPC will be the lead agency in administering this RFP and associated work.  

TRPC, in accordance with Title VI of the Civil Rights Act of 1964, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Interested parties must submit an electronic copy in PDF format by Friday, March 4, 2022, at 4:00 p.m. Pacific Daylight Time (PDT). The original notice said proposals were due March 15, 2022.

RFP Questions & Answers

Q1. What format would you like for the data? 

TRPC is using MS2’s Traffic Count Database System (TCDS). All traffic counts collected shall be uploaded into TCDS or delivered to TRPC in a compatible file format. Depending on the counters used, the information about the upload process can be requested from MS2 (www.ms2soft.com). For direct uploading, the contractor will need to purchase an annual consultant license to access TCDS.

Q2. Is there a list of the 150 locations?

We don’t have a finalized list of the 150 locations. We need to check in with our partners so that we don’t duplicate collection. We also need to know the price per count before finalizing our collection list.

Q3. Can the counts be collected by video cameras, or are Tube Counts a must?

The tube counts are not a must. We just need the data listed in the RFP.
