Overview

Fatalities and serious injuries on Thurston County roadways have been trending upwards over the past 20 years. In collaboration with partners, TRPC is developing a Regional Safety Action Plan that will work to make our roadways safer for all users.

Over the course of this project, TRPC will:

  • Convene a Steering Committee to provide oversight and guidance throughout the project
  • Conduct a safety analysis of our region’s roadways to analyze existing conditions and trends, as well as identify safety needs
  • Engage with community members to learn about their experiences
  • Develop an action plan that identifies and prioritizes regional safety goals, strategies for achieving those goals, and specific projects and policies for each jurisdiction
  • Develop transition plans to support the communities of Tenino, Bucoda, and Rainier in complying fully with the Americans with Disabilities Act (ADA)

Safe Streets for All

TRPC’s Regional Safety Action Plan is funded by a Safe Streets for All (SS4A) grant from the U.S. Department of Transportation. This grant program supports USDOT’s Safe System Approach, which recognizes that humans make mistakes AND there are inherent risks in our transportation system.

Like the Safe System Approach, Washington’s Target Zero affirms that no amount of traffic fatalities or serious injuries is acceptable. Our region has adopted the state’s goal of zero traffic fatalities and serious injuries by 2030; having a Regional Safety Action Plan will help all the communities in Thurston County work together towards this vision.

Project Partners

The project team will work with a broad spectrum of partners that includes, but is not limited to, local policymakers, tribal nations, transit agencies, local law enforcement, fire departments, school districts, and local businesses.

The project team will also provide regular updates to our Technical Advisory Committee (TAC), Transportation Policy Board (TPB), and Council. 

Components of the Safety Action Plan

In alignment with USDOT criteria, TRPC’s Regional Safety Action Plan must contain the following seven components:

  1. An official commitment to an eventual goal of zero roadway fatalities and serious injuries, including a timeline
  2. A committee or task force that oversees the Plan
  3. An analysis of fatal and serious injury collisions on all roadways in the region
  4. Engagement and collaboration with the public and relevant interested parties
  5. An assessment of current policies and plans to identify opportunities to improve how they prioritize transportation safety
  6. A comprehensive set of projects and strategies that will address safety issues
  7. Methods for measuring progress over time

TRPC’s Plan will also reference or incorporate the Safety Action Plans completed by the City of Lacey and Thurston County, and the Street Safety Plan completed by the City of Olympia.

This project is anticipated to continue through 2027. All dates listed below are subject to change.
